  • A Constitution for Andorra

    LEAD: The principality of Andorra has decided to draft its first constitution. The legislature, the General Council of the Valleys, agreed unanimously Monday night to draft a constitution for the little principality of 50,000 betweeen France and Spain in the Pyrenees Mountains, which is ruled by two co-princes - the President of France and the Roman Catholic Bishop of the Spanish town of Urgel under a 700-year-old agreement.

    Citizens of this tiny mountain enclave between Spain and France voted overwhelmingly today to adopt their first Constitution, ending a system of government that had been in effect since the 13th century. The Constitution, which is to take effect within 15 days, redefines Andorra as a parliamentary co-principality and establishes clear distinctions among legislative, executive and judicial branches of government.
